About Instructor

Raymond Carter

Raymond Carter began in 2008 as a Senior Attorney in the Secretary of State’s Public Lands Division and now serves as the Assistant Secretary of State for the Gulf Coast. Ray is directly involved in the administration of the state’s public trust tidelands in Hancock, Harrison, and Jackson Counties. This includes overseeing the protection and use of the tidelands, advising the Secretary of State on tidelands issues, and serving as liaison with government agencies on tidelands matters.
